How to make a carnival party pom-pom cluster

These pom poms may look like shower puffs, but they're actually made out of tulle, giving them an airy appearance like that of cotton candy – which is perfect for a carnival-themed party. Unlike inexpensive disposable decorations, you can reuse these pom poms for other events or just hang them in a teenager's room.
The color scheme is optional, so if you're not having a carnival-themed gathering, customize the pom poms to fit the occasion. For example, choose high school colors for a graduation, hues to match a wedding shower or team colors for a Super Bowl party.

Materials
- Large piece of corrugated cardboard
- Two bowls or pot lids, 10 inches and 3 inches in diameter
- Cutting mat
- Marker
- Craft knife
- Spool of plastic craft cord
- Scissors
- At least three spools of wide tulle, any color(s)

Instructions
1. Turn over the 10-inch bowl and place it on top of the cardboard.
2. Trace around the rim.
3. Replace the large bowl with the 3-inch bowl.
4. Center the smaller bowl in the circle.
5. Trace around the rim of the smaller bowl.
6. Repeat Steps 1 through 5. You should have two cardboard pieces.
7. Place the cardboard pieces one at a time on a cutting mat and cut along
the traced marks. You will have two 10-inch circles with 3-inch holes.
8. On one piece, cut a slit through from the bottom outer rim of the small hole to the bottom outer rim of the larger circle.
9. Cut off 34 inches of plastic cord. Bring the ends of the cord together.
10. Keeping the ends together, straighten out the cord. Place the loop at the top of the circle that does not have the slit. Slide down the cord loop so it is halfway between the tops of the bigger and smaller circles.
11. Gently release the cord ends and place the cord so it runs along the center of the 10-inch cardboard circumference. Let the two ends of the cord hang off the bottom edge 2 inches from either side of the slit.
12. Carefully place the cardboard with the slit on top of the other piece, with the slit positioned at the bottom.
13. Inserting it right to left, slide the end of your chosen tulle under the left side of the slit.
14. Wrap the tulle around the the circles and through the hole. Slightly overlap each previous one. Go around the entire circumference at least twice.
15. Open a slight space between the two rings. Insert the tip of scissors and cut through the tulle around the circumference.
16. Bring together the two ends of the hanging plastic cord.
17. Tie them together as you would the first tie of a shoelace. Pull the ends snug. Repeat with another loop. The knot will go between the cardboard and tie together the tulle.
18. Remove the tulle from the cardboard and fluff.
19. Use the hanging cord to tie the pom poms where you want to display them.
