Instructions
Step 1. Fold a piece of light blue construction paper in half.
Step 2. Cut on the fold.
Step 3. Separate the pieces.
Step 4. Fold one piece in half again.
Step 5. Cut it vertically so that the fold is at the top of a piece that is approximately 4 inches wide and 6 inches long.
Step 6. Next, make the fringe. First, cut a vertical line up from the bottom, about three inches long and approximately 1/2 inch away from (and parallel to) the right edge of the piece.
Step 7. Cut evenly spaced parallel slits across, making approximately five additional cuts.
Step 8. Fold the left side into the center. Fold the right side into the center.
Step 9. Place a line of hot glue across the top back of the piece (the side with the folds). Fold this piece down vertically to adhere the tissue paper to itself. What you've done is created a place to slide the baker's twine through to make the garland.
Step 10. This is one piece of the paper tissue garland. Repeat all of the steps until you have two more light blue pieces and four dark blue pieces.
Step 11. Slide the baker's twine through the first piece of the folded, fringed tissue paper. Alternating between light and dark, continue stringing the tissue paper pieces onto the garland.
